[SOLVED] Artifacts while viewing images images

I have been noticing weird artifacts in Windows whenever viewing any images or even in my desktop background as shown below. They are prevalent more when the CPU is overclocked but nowadays even on stock speeds although the amount of artifacts is less on CPU stock speed.

1. Checked RAM & passed memtest.
2. Replaced motherboard as well as PSU.
3. Tested by removing gfx card & running on integrated gfx but they still show up.

I have not seen any problems while viewing videos or playing games which is what has my confused & I am not able to nail down the source.

any image? memory test? hdd health test?

With almost every image. Memory test showed 0 errors. I have not run any HDD health test. My OS is installed on Samsung 840 EVO 250GB.

The fault was in Intel 8600K. Replaced it with 9600K & no problems now.
