Question Aspire E5-575 slow

As you can guess by the title, my notebook is pretty slow.
According to my girlfriend, the notebook used to be very fast which I think is understandable since it has an Intel i5-6200U CPU.
And apparently, when she borrowed the notebook to her aunt, when it came back the notebook was significantly slower and it shows, you have to wait for a good minute or two to open chrome and even then it's not responsive.

I checked the CPU usage and it was varying from about 0.70ghz and 1.30ghz when iglying and nothing but the settings page from the notebook open.

Anyone can take a guess to what is happening?

Have you run a malware scan?

What are the idle CPU and RAM usage? Task manager can tell you this.

Does this laptop have an HDD or SSD?

The CPU idles between 0.55 Ghz and 1.48 Ghz but most of the time is below 1 Ghz.
The RAM idles at 2.7 and 3.4 (Notebook has 3.9 GB of RAM).
And Avast did not found any malware on the notebook.
Tried looking at active programs but nothing caught my attention.
