ASRock 970 Extreme4 debug code 32?

I'm setting up a new computer with used parts and I am getting the debug code "32" after several other numbers when I try to turn on my computer. All of the lights and fans start working, but nothing comes on the monitor and no lights appear on my mouse/keyboard. I've already tried clearing CMOS and I've tried reinstalling the CPU and RAM. The only part I do not have is a boot device, but I am simply trying to reach the BIOS screen to see if the computer works at all.

Does this mean one or more of my used parts are damaged? Or could there be a different problem?
 
Solution
Try an unused tooth brush. Keep in mind there may be more in the socket. This is almost certainly what kept you from booting.


I only have 1 stick of ram, but the CPU appears to have a small bit of thermal paste (or some other substance) attached to the base of one of the pins. Compressed air doesn't seem to be helping, is there a safe way to clean it?
