Question ASRock A620I Flashback Failure?

I just recently tried to build an AM5 platform using an ASRock A620I MITX board with an AMD Ryzen 5 9600X. The build refused to boot with the only indication of power being the light connected to the power switch lighting up, and I suspected that the motherboard did not have the right BIOS. I tried to flash it using the flashback feature, and nothing worked. I tried both with and without the CPU, with and without RAM and a combination of both, using creative.rom or PSPBIOS.img combined with BIOSUBU.BIN, formatting my thumb drives, and reseated the cables multiple times. Should I just get the board RMA'd?

usb drives fat32 formatted?
files moved to the root directory? no folders used?
BIOS version 3.20 used?

Did you place the additional file

BIOSUBU

as well on the stick?
"If you are using the flashback update, please ensure to pack the BIOSUBU file with the BIOS ROM."
