Question ASROCK B450 STEELLEGEND

HI every one.

I am posting this since i have tried everything i could to find out a possible solution to my problem .
wich i think is serioys right now.this time i need ur help .in short the pc does not turn on after leaving it off for several hours.
for example . i turn it off before sleeping and wehen i try to turn it on on the next day it does not boot.
i can see there is power on the motherboard cause of the leds..but nothing boots.
it boots only if i take off the power supply cable for 15 seconds and then i put it back it boots normal,
but then again
if i can manage to boot up the system somtimes it closes randomly!!!
in the back of the board ( where the vrm area is) i can see some oil stains somthing strange stains it have beenn there for some months.i dont know if this is a problem.cause i read on threads its normal?..temperatures where 50-75.

I have to tell u that i have already
-checked completeley take everything out then check the screws if they are good mounted.
-checked the hd disks
-checked the power suppply with a tester to see if it is working properly
-checked another gpu card

DO you guys think it is a mobo? or a cpu problem??
(have to mention that i have already flashed the bios from 3.20 to 3.30 so it can support gen 2 cpu from ryzen)

Forgot to mention i have a kraken m22 for cpu cooling wich i am going to replace with a beast air cooler . just to be sure no leaks goint to happen on the system.

Is this a new build? or an old one just now showing problems?

First thing to try is a CMOS reset and see if the problems persist, then move on from there.

BTW: a 3600 is a Ryzen gen 3, Zen 2 CPU. Not logical, but 1000 series CPU's are gen 1, Zen 1 and 2000 CPU's are gen 2, Zen + (or 1.5 to some).

Not sure now...it could be the PSU though. If you have one available to substitute might be helpful to eliminate it. Doesn't have to be 750W, that system would be safe with a 550W unit.

i will buy one tomorrow and going to test it but i dont think so since i put the tester onit and it seem completely fine.any ideas about the oil stains on the back of mb>?
