[SOLVED] ASRock B450M-HDV Won't Boot

ASRock B450M-hdv won't boot on a new build. All the fans come on and the SSD LED power is lit, but no boot display. I have tried to reset the CMOS, disconnected and reseated all the cables, swapped the RAM around and made sure they were completely seated, and checked for any bent pins on the CPU.
I have a Ryzen 3 2200G CPU, Ripjaw 2X8 DDR4-2800, and Crucial MX500 m.2 SSD.

This is my first build with m.2 and with no GPU but I'm kind of at a loss what to try next.
 
Solution
My money would be motherboard as I've never gotten a bad cpu in 75+ builds.

Second guess would be power supply.. which is the one thing you could steal from your other build if you wanted to.

I do but it's ddr3 memory and an Intel board. Don't think anything is compatible. This is my 4th build and I have yet to RMA something. How do I tell if it's the MB or CPU that's bad?
