Question Asrock B650E PG Riptide Boot Issue LED Checker stuck on DRAM and CPU

I have encountered a weird issue that on boot nothing happens and the LED checker on the mobo has the DRAM and CPU lit up. But this has only happened once in the last 6 months, randomly and then today. Just wanted to get advice on what it could be? Could I be potentially going to have a part failing on me?

The system was built last November and I have made no changes to bios, ram, cpu since then. Only change was swapping out the GPU from a 6800xt to 9070xt.

Not sure if this helps, but system is running:
CPU - Ryzen 7700x
RAM - Klevv BOLT V 32 GB (2 x 16 GB) DDR5-6000 CL30 Memory
PSU - Superflower Leadex III 850w
GPU - Sapphire Pulse 9070 XT

BIOS version for your motherboard?

Only change was swapping out the GPU from a 6800xt to 9070xt.
Did you run DDU to remove all GPU drivers(intel, Nvidia and AMD) in Safe Mode, then manually installing the latest GPU driver sourced from AMD's support site in an elevated command, i.e, Right click installer>Run as Administrator?

Yes I ran DDuU before reinstalling new drivers for the GPU. I don't think it's the GPU but I could be wrong, because the first time it happened I was using the 6800 XT, that is the first GPU installed when I built the PC. Then second time it happened today and that's running the 9070 XT.

Bios version 3.12.AS02, that was the latest (I think) when I built the PC. I didn't update the Bios since then, didn't think it was necessary. Maybe until now...
