Asrock BIOS Not Detecting dGPU - No Video Out

Specs:
-Asrock Fatal1ty z170 Gaming Itx/ac
-Intel Core i7 6700k
-ASUS GTX 660
-CoolerMaster v550 550 Watt PSU
-2x8GB Team Dark 2400MHz DDR4
-Corsair H60 AIO

I'm not able to get any video out from my GTX 660, but can through my iGPU. The BIOS will not detect that the GPU is plugged in, as there is a menu in the BIOS that allows you to view the system status, and it lists the PCIe slot as empty when the GPU is plugged in. There is also no listing in Device Manager for anything but the Intel Integrated Graphics.

I tried the 660 in a different system and it worked, so the GPU isn't dead. I tried an NVIDIA GTS250 on this Asrock Board, and it worked, so it's not the slot. Only this GPU doesn't work on this motherboard, it would appear.

Things I've Tried:

  Updating Every Driver in Windows
  Reinstalling Windows
  Installing the Mobo drivers on the disc it came with
  Installing Mobo drivers downloaded from Asrock
  Installing GPU drivers (this failed though, since it needs to recognize a card plugged into PCIe to continue with the installation)
  Reseating the Card
  Ensuring that Secure Boot Was Disabled
  Ensuring that the BIOS boots to any attached GPU before the iGPU
  Ensuring that the 6-Pin Power Connector was seated firmly
  Ensuring that every other Power connector was seated firmly.
  Using a different monitor
  Using different display cables
  Using a different, higher wattage, PSU
  Plugging the PSU into a different wall socket
  Unplugging the Included WiFi card in case it was using too many PCIe Lanes (If it even uses PCIe)
  Ensuring that the 12V Rail on the PSU could provide sufficient Power to the GPU
  Cleaning the PCIe connectors on the GPU with 91% Isopropyl Alcohol and a Cotton Swab
  Blowing dust out of the PCIe slot on the Motherboard (not with my mouth for fear of moisture)
  Letting the card hang under it's own weight in the slot to make a better connection
  Maybe More?

The fans on the GPU spin up when it's plugged in, even when the 6-Pin PCIe power connector isn't plugged in, meaning that it is getting power from the Mobo, but at this point it just seems like haunted hardware to me. Anyone have any ideas?

PS - I know there are tons of threads on here with virtually the same title as this, I've read almost all of them, but no success yet.

Unfortunately, it's Mini-ITX, so there's only one PCIe slot 🙁

Yes, I have. Unless the most recent revision is problematic. I've considered rolling it back to see if the problem is fixed. Is that a thing people do?

Different PSU doesn't help it. Still no video.

I was hoping it wouldn't come to that, but I contacted Asrock, and they said to send it in too. Hopefully the next one works... I'll report back for anyone in the future that may view this. But in the mean time, thank you for your help
