Asrock Extreme 4 - Have to press power button twice to get to boot?

Just built a brand new rig. Everything was carefully hooked up and I've booted up / installed windows + drivers etc without incident.

However... when I cold boot, on the first power button press it will run for like 1-2 seconds then turn off. If I press again, it will then boot normally (and quickly) without any error messages or anything. I'm terrified this has the potential to damage my brand new shiny rig.

What could be causing this / what's happening? I have never heard of this nor do I know what it could be at all. Any help would be greatly appreciated.

Checked the power settings and everything is fine.

Double checked the header cables and everything is plugged into MB correctly. Re-checked all the power and other cable connections...still get the false boot. I am stumped.

So far, the time doesn't seem to increase or decrease...it's about 1-2 seconds of "on" time before it shuts down. I wait 2 more seconds, press the power switch and it boots into windows & normal. No memory errors in BIOS registered and GPU passed benchmarks fine.

Ugh. Can't get over the worried feeling one of these times it's just not gonna boot at all or it's gonna fry something.
