Asrock Server/Workstation will not boot

I have reduced down to these items:

mobo Asrock E3C224D2I
cpu Pentium G3220
and ram KTD-PE313/8G

There is no HDD and only a VGA monitor and keyboard plugged in.

When I switch on the monitor is not doing anything. It just acts like the thing is switched off.

Please help I don't know what to do?
 
I have tried booting with hirens v15.2. The thing is there should at least be a post so I plugged in a speaker to the onboard connector. No beeps whatsoever, apparently even without ram you should get beeps but nothing.

I tried just the psu (24pin + 4pin cpu) motherboard, reseated cpu and speaker. Not a sound except the cpu fan.
 
OK so I have removed a cap from a jumper dubbed "ME Recovery", it has three pins (2 default, 2 recovery) and now my computers singing to me three long beeps on power. I am assuming it's now a mere memory compatibility issue. The bios is "64Mb AMI UEFI Legal BIOS" I can't find a beep code can anyone confirm this?
 


Hi A, thanks for your help. I had hoped more people would have some knowledge of this issue here.

Essentially I ordered the motherboard from the US and it took 3 weeks just to get here, I think if I send it back I will get screwed until the cows come home.

Above is the FAQ from Asrock who make the board. When there is no ram I get three long beeps, when I put ram in I get nothing, since I get three beeps on no ram I think the CPU-mobo is fine because bad CPU is no beep. So I think it is bad memory (or non-compatible) as per the third line. I checked for memory compatibility and found a very short list, essentially Asrock are plying new ground with mini-itx server boards so probably made a mistake picking it.

I will be taking it to a computer store tomorrow to get it checked and I will give him the info. Hopefully he has some server sticks he can test it with. I will also initiate the return in case it does turn out to be defective.:??:
