AsRock title comes up but does not boot

hello my pc is a custom build it was working perfect last night but today when i got home it would start at all it just goes straight to the AsRock logo and thats it i cant get into safe mode and i cant get into bios

That's fine. It depends on the motherboard, etc.. some will just power on and show nothing.. others won't power on. It usually depends if you take out the battery or use the jumper

So now that it's cleared, follow steps:
4) Turn computer off and unplug cable.
5) Remove cmos jumper or place battery back in.
6) Plug power cable in and turn on power.
Will then it's not a heat issue. Make sure your hard drive / SSD is properly connect and powered sufficiently.

Then, what I'd recommend is resetting your BIOS. This will clear all your mobo default setting. One thing to keep in mind when you do reset your bios is you may want to try it a few times. A lot of people do it incorrectly the first time. Look at the manual or follow instructions below:
1) Turn off power and unplug power cable.
2) Put jumper on clear cmos pins (or remove motherboard battery).
3) Plug power cable back in, and turn on. This should just power the computer on and you won't see anything on your screen. Wait about 10 seconds.
4) Turn computer off and unplug cable.
5) Remove cmos jumper or place battery back in.
6) Plug power cable in and turn on power.

What happens after that?

Solution
There are two way to reset the BiOS, One, by Removing the battery. Turn off and unplug the computer, then hit the Start button to discharge any residual electricity, Once done remove the battery, wait a bit them replace the battery. Replug the computer and then hit the button, and see if it starts. The other way is with the jumper on the motherboard. Again turn off and unplug your computer, move the jumper over to pins 2 & 3 for about 5 to 10 seconds, then move it back to the default pins. Replug the power cord and then turn on the computer. Step 3 listed above is just totally wrong.
 


Okay. That is good as you have gotten through POST. It should then start to boot. If not, make sure you are set to boot from the Hdd that has the operating system installed. Yes, you can put it back in and it should be fine.

Now that everything is default, make sure you check your settings. For instance, if you were running your hard drives / SSD in AHCI mode and it resets to IDE, then you'll need to change it otherwise it will have problems booting to windows.

Secondly, since you are getting to the POST screen you should put your video card in and go from there.

Oh, sorry I misread the post.

Do you have an onboard VGA or display out on your motherboard? If so, you should go into your bios and disable it. If your video cable is connected to your motherboard, then move it to your discreet graphics card.

It's basically using the other display out.. that's why you aren't seeing anything after the splash. The POST screen will output on what video device is active (discreet or onboard).

Actually what are your computer complete specs (CPU, Motherboard, Video Card, etc..)?
 
Normally, once you plug in a Discrete card, it will automatically disable the onboard / integrated stuff. If you are seeing everything up to the ASRock splash screen, then the graphics appear to be working. If it is working as it should on the integrated graphics, you discounr that. That takes us to the card, or possibly drivers. although they would not be loaded until the OS is loaded. AMD Ram ???
