Asrock Z77 Extreme 4 - New build won't shut down/restart

I got my new parts and I was able to install Windows 7 after messing with it the whole day. (Needed a USB keyboard instead of PS2 one and the monitor would go to power saving mode when I had to restart on the install) Now I can't shut down my PC properly. Since if I shut it down, I hear that some fans stop working yet the PSU keeps on going and the screen is black. If I would restart my PC my monitor, mouse and keyboard would not power up and I have to shut it down and wait a minute untill I can launch it again and it works then. I have tried moving the memory on different slots and just using one stick but the issue is still there. I have also tried clearing CMOS but it didnt work either. What could be the reason?

Same problem here. I tried to update the graphic driver, reset the bios, play with all parameters of it, without sucess.

There is the same problem on other topics but no solutions.

Problem solved !

I don't know what is really the solution but try to deinstall Java and/or the software Intel Rapide on your Windows !!! It work for me.
