Assassin's Creed 4 frame drops

Hi,

I'm currently playing AC4 on the PC and I can only get a solid 60 FPS on low settings.

My Specs:
AMD FX-8350
Asus Radeon HD 7870
8GB RAM

Is this expected? Surely I can get a better FPS...I can run Battlefield 4 on Ultra with 60 FPS.

I have the latest drivers, is the game just poorly optimized? If so, is there anything I can do to up the FPS so I can play on a higher gfx setting?

AC3 and AC4 run terribly on AMD hardware. If you look at my specs, I couldn't play AC4 on max settings without staying around 20fps in most areas. If you look at benchmarks you will see intel/nvidia builds that aren't as powerful easily maxing the game out.
