Assassins Creed Unity PS4 Graphics vs PC

If you have played unity on PC as well as PS4 (I have), you will notice that in a crowded area in PS4, the fps remain constantly as 30fps while on PC your frames will drop to 25 and cause jerkyness, I just don't know why is it like that? Is there something wrong with my GPU ?

XFX Radeon R9 280x
Corsair Vengeance 8GB DDR3
240GB Kingston HyperX SSD
Z-97 MSI Gaming Motherboard

From what I've heard on the co-optional podcast the game runs shit on even the highest-end systems.

This game is optimized for Nvidia cards if you upgrade an gtx 980 and overclock the card as well as your cpu you should get a lot better performance.
