Assert Failure - Stack Trace?!?! - Asrock Z270 Extreme 4

So for some odd reason, I can play Stacraft 2, Diablo 3, and Gears 4 just fine without issues. However when I try to install league, Steam, or even an inf driver for my mobo, I get an assert failure?!

I pulled out the gpu (thinking it was bad gpu drivers), reinstalled windows, and the issue persisted. I ran memtest86 on my ram sticks, no issues found. Checked the SSD, no issues found there. Even tried installing windows on a different drive, and issue persisted. Which boils down to what I believe to be a mobo issue?

Error basically reads as show below:

"Expression: [mscorlib recursive lookup bug]
Description: Infinite recursion during lookup within mscorlib. This may be a bug in mscorlib, or potentially in certain extensibility points such as assembly resolve events or CultureInfo names. Resource name: ArgumentOutOfRange_HashtableLoadFactor"

Then it provides a stack trace which I cant type out at the moment.

Anybody have any idea how to resolve this? Is there something I need to download like C++ or .Net crap? Or is the board just bad?

I did some digging on it and found that it is related to either visual studio or .net software. The last thing I suggest you is you can create a thread of your question on devexpress or microsoft or github website and inform them in complete detail about your problem as this is a more than just normal software problem this involves core programming knowledge.


I dont know how to do this, as it doesnt show up in the "programs and features". Also, I tried running the .Net Framework Verification Tool, and everything seems fine, according to that. I also tried running the clean up tool, to ry an uninstall this stuff, but it seems to do nothing.

Is it for sure a >net Framework issue? Or could it be something else?
 
I havent used any compiling software on this PC, and probably wont. I havent written code since college (5yrs), nor am I any sort of developer. Ive tried to contact Microsoft to resolve the issue, however they tell me its for developers, which I am not.

Is this type of error message most typically tied to .net framework?
