Question ASUS 1402 Bios not booting OS properly

So I upgraded to an ASUS Prime Z790-P Motherboard, I9- 12900k, and new ddr5 ram. Old system ran on an MSI motherboard and a I7-9700k. My windows OS is downloaded on my Samsung 960 EVO M.2 that only is compatible with the 3 m.2 slot of the z790-P, because that slot runs sata mode becaue my m.2 does not run pcie4.0 like the other 2 slots. I have windows boot manager on my old HDD drive that runs sata mode, then another sata SSD for storage. My old MSI bios allowed me to manually select the boot priority so i could first boot the HDD then boot my M.2 which windows OS is on. On this ASUS bios Version: 1402, it only recognizes my M.2 as a storage device and not a bootable drive. Does anyone know a fix that works specifically on this version of ASUS 1402 bios? I have seen other vids of older asus bios versions allowing to set enable m.2 for the 3rd M.2 slot, but their fixes are not in the same bios version as me and I dont have the same settings. Also what is really weird about my ordeal, is that if I go into BIOS, literally not even change a single setting then exit to boot, it will load my windows. But if I power off my PC boot and not go into BIOS, i will get a blue screen that either says inaccessable boot device or missing device, basically it won't boot OS properly. Another thing is that sometimes my m.2 will show up in configurable boot priority, but then it still doesn't work.
Please help anyone...
