ASUS A78M Build - No Display, No POST, even without RAM/CPU

Alright, so I've been building PCs for awhile. I've built three myself and upgrade them quite a bit. I generally help and advise friends on building as well. However, this PC I'm putting together for a coworker's kid has me STUMPED.

The parts are as follows:

ASUS A78M MicroATX FM2+ Motherboard
AMD X4 860K CPU
2x 4GB GSKILL DDR3 RAM
AMD R7 290X GPU
CORSAIR 750W PSU
Some SAMSUNG DVD-RW Optical Drive
WD Blue 1TB HDD

The issue I'm having has been plaguing me for weeks now. The PC is all put together properly, all cables in their place, including the 4-pin CPU power and the 6-pin GPU connector. All fans are operating properly. The HDD and optical spins up, and the motherboard properly responds to turning on, and shutting down, using the power switch.

However, when I boot the PC up, I get nothing. No signal to the monitor, first of all. But its not just a NO SIGNAL on the monitors/TVs Ive tested on, each one goes into a "standby" mode (generally the Power LED on the TV will blink slowly), and then if I pull the VGA out it goes to NO SIGNAL or CHECK CABLE.

I know this CPU/Mobo has no integrated graphics, but I did try the onboard VGA cable just for giggles, and got NO SIGNAL from it. When I boot I have the monitor hooked up using VGA to the graphics card. Also I initially had it hooked up to a 650W PSU, but I thought that maybe that was underpowered for running the 290X, so I upgraded it to a 750W with no change.

Additionally, and this is the weirdest part, I cannot get the motherboard to POST. It has a status LED on it that is green all the time, and the speaker is properly hooked up to its 4-pin connector. No POST when everything is in, no POST when the CPU is out, no POST when the RAM is out, I just cannot get any indication that the motherboard is responding at all. I had this issue with the first motherboard I got for this build, and that motherboard ALSO would NOT respond to hard-shutdowns with the power switch. It also showed up without I/O covers or SATA cables, so we determined something was screwy and returned it. We just got this new one, and its doing the same thing, although it does respond to the shutdown switch.

I have tried literally everything I can think of to fix it, including:

-Booting with/without USB devices
-Booting with every configuration of installed/removed parts
-CMOS reset
-Both RAM sticks, and just one RAM stick, in all slots
-BOoting with/without installation media in the CD drive
-Two different monitors and a TV, hooked up using all available VGA and HDMI ports
-Booting with a graphics card that I know works
-Booting with RAM that I know works

What's the deal here? Did I get ANOTHER bunk mobo? I'm so incredibly frustrated. I appreciate any help I can get.

Booted the computer using the screwdriver, with just the switch and LED connectors off, and then with all of the connectors off (front audio panel, front USB, etc.) No change, no POST :(
