Asus AMD HD 6670 is very noisy

I've just finished building my first desktop which is primarily geared towards HTPC with very little gaming (if any). Am new to world of gaming and hence not sure which ones I will be playing.

Anyway, I have installed Asus Radeon HD 6670 1GB GDDR5 and its fan is making a lot of noise. The fan is running at 39% and I can hear it even when I have a movie switched on at low volume. I don't think this is normal but don't know as previously I had a low profile graphic card (in my old PC) and this one is with fan - hence thought to ask.

I've already installed ASUS's latest software.

Do I need to make any changes / tweak the software? Or have I been unlucky to receive poor quality unit?

You can reduce the fan speed with afterburner but look that the temps are ok. At lower temps it should run with 15% and the speed should increase when the temps are getting higher.

I surely can reduce fan speed with the ASUS app too and that reduces fan noise but wanted to find out if it is normal to be very noisy even at 39%? I can clearly hear fan running even when watching TV at normal volume.

Any recommendation on graphic card that is good for 55" tv (1920 x 1080)? Mainly to watch bluray and 3D movies.

The GPU should not be so loud, I saw some reviews and the ASUS model is not as good as other brands when it comes to noise. Can you still return it and get another GPU?

Yes absolutely, the joys of buying from Amazon. I am looking to return this one and get another one. My budget is approx £60 and would want to watch bluray /3D movies on 55" tv. Can you recommend an alternative?
