Every 3dBA represents a doubling of sound pressure level ..... so....

With 6 dBA difference, the Asus creates 4 times (2 x 2) the sound pressure level as the MSI

With a 9 dBA difference, the Gigabyte would create 8 times (2 x 2 x 2) the sound pressure level as the MSI. It however has only a 8 dBA difference so it would be a little less than that.

To the human ear.... 40dBA sounds twice as loud as 30dBA so the Gigabyte is not quite there but getting close. So.... the Asus and EVGA are quieter than the Giga ..... the MSI literally blows (pun intended) them outta the water in this respect with a whopping 6dBA difference.

Solution
You can read the reviews of the card that you are interested in. Pick the cards that score well in the noise tests. You can also pick a sound dampened quiet case. Graphics cards that are noisy may also be adapted with aftermarket coolers or watercooling blocks.
 
Idle temps at 37-40 is silly.... I doubt anyone saying that has the experience or equipment to properly measure it. did you look at any of those links ? The reviewer has lots of hands on experience and metered test results.

I have done dozens of 780 builds....I don't use Gigabytes because of the noise. Asus isn't bad if ya tweak the fan curve or install alternate BIOS. I can't stand fan noise or 80C temps so on my personal SLI 780 build, I put the Asus 780's under water after about a month.
