ASUS GTX 970 Fans not spinning

I've read that the fans don't come on till the GPU reaches 60*C but after gaming for a little while I looked on GPU-Z and it has been running at 64-65*C and says it's on 30% fan speed at 0 RPM. I open my case and reach in and the fans weren't spinning.

Anyone know what temperature the fans actually kick in at? And if GPU-Z is telling me at that temp the fans are on 30% fan speed and the fans aren't working is it my card that is bad?
 
Solution
On default the fans kick in at around 64-65 C (i remember something like 64 and a bit Celcius, when I had the Strix). You can manually adjust the fan curve though, with MSI Afterburner or Asus GPU Tweak, so they kick in sooner.
