ASUS GTX 970 when does the fan kick in?

Hey guys I got a GTX 970 today and I was playing some BO3, temp was 67 degrees but my fans werent on? They were on when I was on desktop making a weird noise like something was rubbing against it but I checked and nothing was. I opened the ASUS tweak tool and changed from auto to manual(100%) and back then the fans turnt off and havent been on since.

Hope its just me over reacting!
EDIT: I FIXED IT! I didnt realise I had msi afterburner switched on and minimized using my old gpu settings. So that was making the GPU make a weird sound, closed the program and fan=Off, Noise=Gone!
 


My GPU is currently 28c, The fans are on 70% for some reason and making a really loud noise. Ive including a video of the sound.
In Asus tweak when I manually switch the fan off it turns back on to 70% aswell.

Something is wrong there, the fan sounds like it is wobbling, I'm not entirely sure but I'd say something hardware related is faulty.
 

I thought so, just my luck :/ I contacted amazon and they werent interested and said I have to call asus which I know will take ages.
 


I contacted them again and the woman was really helpful, after explaining I need my pc she ordered a replacement fro tomorrow and will collect it on monday! You cant go wrong really with that service.
 

That's the kind of service Amazon customers are used to. I hate getting the unhelpful people.
 

Yep but I fixed my card so I cancelled it lol.
 

What did you do?
 

I used to OC my old card and has msi afterburner on start minimized on startup, so it was using my old cards OC on the new card which was causing all the weird noise, after I closed the program and uninstalled it, it ran perfect and has been since, play BO3 maxed out for past few hours nothing wrong with it :)
