Question Asus H270F gaming MB wont boot

Hello. I have a recently acquired H270F that I was building off for my son. I am down to only having the power supply, MB, and CPU installed. I can't get to bios and it doesn't run thru POST. RGB lights, keyboard, and all but 1 fan come on. The rear fan in port CHA FAN1 does not turn on. I tried the fan in another port and it works. Checked the pins and there is no power. My question is, will this one fan port not working prevent it from booting?

Its not posting at all ? Do you have ram installed ?

Not posting at all. I have tried it with both slots of ram, 1 slot of ram, and no ram. Same results. I disconnected the keyboard mouse, monitor, fans (except for cpu fan) and still wont post.
