ASUS M4A78T-E support 2x8GB RAM?

I'm wanting to upgrade the RAM in this old motherboard and was wondering if it likely supports 8GB RAM sticks. The specifications just says this...

4 x DIMM, Max. 16 GB, DDR3 1600(O.C.)/1333/1066 ECC,Non-ECC,Un-buffered Memory

Planning to get 2x8GB if possible.

Also, I can get 2133 RAM cheaper so I assume I could purchase this and just run it slower at 1333 or 1600 overclocked?

Yes - that's what its saying.

And get 2133 if you want. It'll run at 1333

So you are saying it will support 2x8GB RAM and I need to leave 2 slots empty, or only 4x4GB RAM supported?

I suspect it's 4x4, but I'm not sure. The best thing you can do is contact Asus support.
