Asus Maximus V Extreme not powering up

Specs:

i5 3570k
Nesteq 600W PSU
Corsair Vengeance 4GB Memory 1600MHz DDR3 CML4GX3M1A1600C9

The motherboard is currently being tested via the displayport without a hdd and gfx card.

The issue is that when I push the power button, the cpu, dram and psu lights flash for less than a second and the system does not power up.

The psu, cpu and ram are from another computer which ram completely fine.

The only conclusion that I can draw is that there is a possible short somewhere?

Any help would be appreciated.

Just to add, I'm testing this with no case and checked the cpu pins and they are not bent.
