ASUS Maximus VII gene problem. Not sure what it is.

Yesterday I built my new gaming computer. Unfortunately I simply didn't have the space to be able to test the components outside the case, so I installed them straight away. I also worked on a carpeted floor as the entire house is carpeted-however I did have an anti-static wrist band on and was constantly touching the metal of the case.

I tried powering on the system but nothing happens. The fans on the PSU don't spin. However some lights on the motherboard come on- the start, reset buttons and the republic of gamers logo (which slowly blinks). I'd like to do the paper clip test on the PSU however all the cables are black, so I'm not sure how to test if the PSU works. Someone has suggested resetting the BIOS but I'm not sure- I will point out at this point that I bought this board second hand. Another issue that has also been raised is that the sound card- SupremeFX impact II- can apparently cause issues.

My system consists of
CPU: Intel i5 4690K
Motherboard: Asus maximus VII gene
PSU: XFX XTR 650W modular
RAM: Corsair Vengeance Pro 16GB
SSD: Samsung 850 EVO 250GB

Any help would be much appreciated it as I'm really not sure what to do.
 
Okay the problem has finally been resolved! It was all down to a broken standoff who's nut had fallen down so the screw part stuck up. This appeared to be shorting the motherboard. I have now learnt my lesson of always build outside of the case beforehand! The problem has now been resolved.
