Realistically you could buy the system and fit a new or higher rated PSU in wattage.
And also add a Pci-e based graphics card of your choice.

Do a check though to confirm the motherboard has a Pci-e based graphics card slot though, just to be safe.
Sometimes On a pre built system things like the Pci-e slot are removed to keep costs down, and only give you the option to use the graphics solution of the motherboard or cpu if it has an embedded Gpu on the same die.

As for the I3 Intel cpu, most people would recommend to you an I5 cpu as a better choice if you intend to do a lot of gaming.
The I3 can bottle neck a Graphics card. So I myself would recommend you opt for an I5 over the I3.
