ASUS P10S-M WS: DIAG_VGA LED, no display

No display at all.
What I have tried:

Flashed bios twice
CMOS reset twice (jumpers and battery)
Tried all ram dimms with each and both ram blocks
Tried with motherboard integrated graphics on all ports and with Asus R9 280 on all ports
CPU on and off twice, no broken pins, stock and aftermarket cooler

My parts:
CPU is Xeon E3-1220V5 (no integrated graphics - it's on the motherboard, got it confirmed by ASUS support: http://s28.postimg.org/e4fch6d31/screenshot_2.png), ram is corsair DDR4-2133mhz LP, PSU is corsair RM650, mb ASUS P10S-M WS
Fans spin up and mb says some beeps, but no display at all.

Q-Codes stay on B2 for some time but then moves on to 99 and AE for a short amount of time and then goes to stay on 00.

After first BIOS flash it got stuck on B2, but now after the second flash it goes to 00.

Broken motherboard or CPU or something else I could try?

All parts bought used from trusted sellers. MB was new but without IO shield and sata cables and CPU had been used for a few months.
 
You need to use the PCIe 3.0/2.0 x16 (x16 mode) slot for a graphics card.

Xeon E3-1220V5 has no Integrated Graphics on Processor. You need to use a CPU with Processor Graphics to use Integrated Graphics..

On-chip GPU (some SKUs), but not yours.

What I meant with tried on all ports is HDMI, DVI etc. The Asus R9 280 is supported by the motherboard but still no display.
Also the motherboard should have integrated graphics so I don't need a CPU with integrated graphics. I asked ASUS about this and they confirmed:

Yes "Integrated Graphics Processor" means that there is onboard Graphics on the unit and you would not need a Graphics card to get a display.

That is correct Magnus
 
Just so you are aware, integrated graphics processor on the motherboard only means it provides the connections and shares RAM from the motherboard to produce video. The CPU still needs to have the GPU on it to process it. Xeons do not typically have this. Consumer model CPU. (Celeron-Core series typically does) you’ll need a separate GPU on the board for a Xeon.
