Not sure what you mean by this -- any DDR2 RAM that won't boot at 1.8V is by definition defective.

The burning up problem is no limited to both high speed and high voltage but either one.
Again, not sure what you mean by this -- I've never heard of DDR2 running at 1.8V "burning up".
