Asus Prime B350 strange startup

Asus Prime B350 Plus at start starts sometimes twice.The fan starting to work , than stop ,than starts good again.Sometimes at startup screen if i power off it restarts not shut down.Bios updated memory supported 2*4gb 2. and 4. slot.What is the problem??? ...

Do you hear a loud tick sound when rebooting?
If yes , thats a unstable oc, used to be ram freq
But new bios allow to 3200mhz already

There is no strange sound.It just restarts.
