Solution
Ok, try holding SHIFT down when you click Restart. When it restarts it should give you a menu of stuff, select Return to your Operating System (or something like that)
So your Windows keeps booting up into safe mode?

Try running msconfig (press the windows key + R key to open the 'run' command and then enter in msconfig ); go to the Boot tab, uncheck the Safe Boot option., and now restart the PC normally.
I checked and it shows that it's deselected, but there is an option to make the changes permanent so I'll see if that works and restart

So it didn't lol its weird because my motherboard recognizes all my hubs, cpu, and ram. Maybe default settings are still instable?
