Asus Radeon RX460 2gb system failure

Hey guys,
I am on a really low budget and i thought i buy month in month out parts for a new pc and this month was the graphics card.

I took the one as it says on the title.My previous one was an old one radeon 4350hd. I thought i would test just for the shake of it the card but as soon as i open my PC the 2 fans of the card start working then stop for 2-3 seconds and then start again.It makes the distinctive sound that something is not ok and it doesnt show anything.

In general the pc is junk(core duo processor 4gb RAM but I read that the card will work with it)but could the first problem be the PSU?

It says 450 Watt maximum but it think its faulty(as it has endured many electricity power failures over the year in my house although it works just fine with the old card.Any suggestions? Photo of the PSU here https://www.photobox.co.uk/my/photo?album_id=4748136108&photo_id=9668965075

3| It looks like your system can't power the entire system with a new GPU but we're going to need to know how old the PSU is and ofc the aforementioned system's specs. You should be investing in a UPS to avoid abrupt system shutdowns due to blackouts and ofc a reliable, quality, branded PSU for the sake of a healthy computing experience.

4| If the old card works fine, it's also possible(due in part of your Core 2 Duo system) that your motherboard BIOS doesn't support the new GPU.
