Asus ROG STRIX Z390-E won't boot

I built my first computer the other day, but it will not boot in any sort of way. The motherboard lights up and all the other parts start up and run, but then the GPU fans stop spinning and the LED lights on the motherboard show that there is a VGA problem and a boot problem. I tried booting it up without the graphics card and it won't boot with its on board graphics either. Is there something wrong with the way I put it together or is it a hardware issue?

Which slots are you populating the rams on? You might want to inspect your CPU socket for bent or broken pins.

Perhaps someone updated UEFI prior to sale ? So try clearing CMOS.There is likely a button or pull the battery for a few minutes.

I currently have the ram on DIMM slot B2 and A2, it says in the manual to populate those first.
Ill try removing the CPU as a last ditch effort because I don't have any thermal past to put the fan back on, I will try this if all else fails, thank you.

When clearing CMOS should I remove all of the plugs to the power supply or just the cell battery?

Simply take the battery out of it's holder. Replace after 15mins or more.
