ASUS Sabertooth 990FX R2.0 will not power on

I recently purchased this motherboard to upgrade my brother's system. No matter what I have tried, it will not power on. I have been struggling for almost 2 weeks now to get this thing up and running. I tested every component in my computer and no matter what I do, it will not power on. I RMA'ed the first one I received because I decided that it must have been defective but I am still having the exact same issues with the new board.

What happens is: when I turn on the PSU, the standby light on the board turns green, I hit the power and absolutely nothing happens. No fans spin or twitch or anything. No beeps either.

I have years of experience building computers and this is the first time I have been genuinely stumped for more than a week.

The system I am building has the following Specifications:
-ASUS TUF SABERTOOTH 990FX R2.0
-AMD FX-8320
-Team Vulcan 1600MHz 4GBx2 RAM
-HD Radeon 7870 Graphics
-WD Blue 7200RPM HDD
-Samsung 850 Evo 500GB
-X-power 585W PSU Bronze Rated
-Antec Nine Hundred ATX Mid Tower Case


I have tried:
-Running just with the CPU and/or RAM on a cardboard box
-Paperclip testing the Power supply (it works)
-Running the GPU in a different system (it's fine)
-Switching RAM slots around
-Trying different RAM
-Flashing an up to date BIOS version
-Checking the standoffs for a short
-Looking for bulged capacitors
-Using a known working power switch (in case it was the case power switch)
-Shorting the start button pins
-A lot more tests that I can't think of off the top of my head.


I can't think of any more things to test. Is it possible that I was shipped two dead boards? I think I am going to have to just return this board and try a different version.

First of all the 7870 graphics card is going to be none UEFI compliant. It will, and most likely be a Legacy device.
The power supply It may be made a X power 585W bronze rated made by Hec by all accounts.

But I would still test the system with another power supply Wolfey if I had to be completely honest with you.
Doing the simple bridge between the black and green wire of the 24 pin main Atx block does not prove that the power supply has a problem with delivering power to the motherboard correctly.

In fact if you used the power supply with the same motherboard you say you had to Rma of the exact motherboard brand and model number of the motherboard. it says the power supply is not compliant with the motherboard or the motherboard...

Beg borrow, or try another as it is the only thing you have not done.
But if it was used with both boards it points to the power supply if they are doing the same thing.

It`s the working heart of any system no matter what the other parts are isn`t it ? Wolefy, and so often overlooked.

Where everything else depends on it to function correctly.

I used the 7870 on another UEFI board for about 3 years with no problems, so it should be fine.

I decided to return the 990FX motherboard though and give my brother my old one that works. I bought an intel board and processor. Looking forward to it!
