We just barely are able to utilize the bandwidth of PCI Express 2.0 let alone the bandwidth of PCI Express 3.0, so it won't really affect performance all that much. Those pieces will all work together just fine.

No, it would be fine. PCIE2.0 and 3.0 doesn't have a difference yet for a single gpu.
Although, I don't recommend getting a FX 9370 as you simply paying for an overclocked FX 8350.
I actually think that the 9370 is a good deal because the minute you overclock your 8350 it voids the AMD warranty. All because the FX chips are overclocking capable because they are unlocked does not mean that the warranty carries with it once you overclock it. A 9370 takes the work out of someone having ot do the overclocking as well. The 9370 is a hgher binned chip as well, so it should overclock higher on its own accord as well.
