Asus Strix GTX 970 bad performance

Hello,

My GTX970 is performing really bad for some reason and I have no idea why.

Temps don't go above 70C
Usage doesn't go above 60%
1920x1080p Single monitor gaming

H1Z1 - 30-60fps (Friend has a 270X 2GB and runs at 150fps+ at ALL times)
GTAV - 30-50fps
CSGO - 60-90fps
The Forest - 40-60fps

I'm fairly certain my card can run these games on ultra at more than 60fps, nevermind on low.

I've tried reseating the GPU, reconnecting all my power cables, completely uninstalling previous drivers and reinstalling the latest GTX970 drivers and still nothing.

I'm not sure if there is a power saving option on the card, as the fans don't spin until it hits 65C, maybe that has something to do with the issue.

If anybody knows how to disable the power saving feature (if one exists), or has any suggestions please let me know as I really don't want to take this card back.

Yeah I know, but I was wondering if it's some kind of power saving feature which is linked to it.

MSI 2AE0 (Came with a pre-built HP system I had previously)
X4 760K @ 4.2GHz
8GB HyperX FURY 1600Mhz
Corsair CX600

There's a good chance there is bottleneck, but I doubt it's bottlenecking me 200fps.
