Question Asus TUF 3060 OC 12GB fans not running at startup?

Just installed my Asus Tuf Rtx 3060 oc 12gb card, and the three fans do not run on startup. I have the switch on the card set to performance mode. They eventually run when it gets hotter, but I thought they run all the time in performance mode. Any help will be appreciated. Thanks.
