[SOLVED] Asus Tuf Gaming x570-Plus Wi-Fi cycles dram cpu vga LEDS but never gets to boot

A friend put together a nice gaming computer, but it won't boot.

The diagnostic LEDs cycle thru dram, vga, and cpu, over and over, but it never gets to the boot LED.

Tested the power supply. Swapped out the RAM. Tried a simple graphics card. Reset the BIOS.

But nothing changes.

I'm thinking : defective motherboard or totally messed up BIOS.

Anyone here have some ideas ???

cpu: AMD Ryzen something or other [ he's out of town, and I don't want to take it apart to look ]
misc. Arctic cooling fans
gpu: Gigabyte GeForce RTX SuperGaming GV-N208SGAMING OC-8GC

Unfortunately no one can really help unless we know what cpu is in the system, it could be a motherboard BIOS issue with the cpu.

Regarding the power supply:

1. On my power supply tester, the numbers look good

2. After the second cycle thru the mobo LED lights, its fan stops spinning, although other fans in the system are still spinning, and the LED light cycle is not changed in any way

[ The system is in my cool-temperature workshop, room temp of 55° F ]

3. This happens with both the original GPU and the simpler no-extra-power-needed GT-710,
