Asus Z87 Plus can't boot

Help. I have an Asus Z87 Plus motherboard. I think it works because I was able to boot from my windows installation disc, and installed windows on the hard disk. Everything went well with the installation, but when I wanted to boot from the hard disk, it just restarts over and over, and just beeps once every time it restarts, or it just boots into the BIOS. I have tried different SATA cables, I have tried connecting to all of the SATA outlets of the motherboard, and the hard disk does appear in the BIOS. I have also reset the BIOS to default. Maybe I need a more powerful PSU? I have two 650W PSUs, and it does the same with both of them. Any help would be appreciated. Thanks.

The Powersupply shouldnt be the problem.
If i got that right: Your PC does boot with the installation disk but wont boot from that HDD into windows, just Bios right?

Can you try a different HDD or SDD?
Try to reinstall Windows, just in Case something went from with formating.

I cannot offer any advice until it's clear the basic install was done correctly. Is it too much to ask that you reinstall according to this formula ?

Create a fresh install media and ensure that all drives but the one intended to run windows are disabled or removed from the system.

Next, it's advisable to boot in UEFI mode. You first insert the usb created by the MS media tool into the board. Then go to the board setup and ensure the board is configured to use UEFI settings, not compatibility or legacy mode.
On the motherboard boot device menu, select the command that identifies both the firmware mode and the device. For example, select UEFI: USB Drive (Windows Boot Manager manager also works) and list that device in the first boot slot on the board.
Reboot. Install begins.
When choosing an installation type, select Custom. If there are partitions, select each one and then "delete".
Select the unallocated space and click Next. Windows detects that the PC was booted into UEFI mode, and formats the drive using the GPT drive format, and begins the installation.

I bought new SATA cables, so I know its not the cables. I tried installing from cd yesterday. By the way, it took a while because there were times that it would freeze on loading windows. I fixed it after connecting to all the different SATA connections on the motherboard. I have tried to install to a different hard disk with a USB installation drive. Once again, the installation went well, but it got to the screen that says loading your desktop, and then it said logging off, then shutting down, then it went back to the same restart loop. Could it be that the motherboard is already bad? I'm not sure because it does boot from removable media, just not the hard disk.

I have tried everything. I tried installing from cd using legacy. I have tried installing from USB using UEFI. I have tried with one RAM module. I have switched power supplies, SATA cables, Hard disks, and even video cards. It did got farther installing from USB. After installing windows, it was practically on the desktop screen, when it decided to shut down, and go back to the reboot loop. Should I try to install another version of windows? I have been trying to install windows 7.
