It might be a CPU issue too, if the CPU power cable is properly connected (the bent pins damaging the CPU). If the CPU fan does spin when starting the board, I'd try RMA-ing the CPU too.

The CPU fan does come on when i turn it on, what do you mean RMAing the CPU?
