At what point can users downvote a reply?

I've seen a lot of replies that deserve to be downvoted, but I haven't been able to. I understand the reasons behind it, so that trolls don't just downvote everything, but is there a certain point, like the number of Best Answers, that you can start to downvote replies, or do you have to be a Mod to do so?

I've seen it say that you need a 'bronze badge'. I'm assuming that means that you need a Expert (green) badge in one of the tags in the thread, though I'm not certain.

I've had it tell me I'm not able to, so it's nothing to do with being a Mod.


Would it make a difference if I sign in via my Google+ account, and never actualy made a real Tom's account? If it does, can I make a Tom's account and have my current info (badges, posts, best answers, etc) merged to it? And Someone Somewhere, I tried to downvote a post in a thread that I had 2 "Experts" in, and it still said rhat I dont have permisson to downvote. Only upvote.
 


Just came back today to Toms after a long time, saw the new voting feature which is good, but was not able to downvote, so somehow found this thread.

I sign in via Facebook, but still am not able to downvote. Please look into this issue because there is a really stupid comment.

Please tell me how can I do that. I would really want to use this feature.
 
for some reason only certain users can downvote. and the mods just keep coming and talking sh*t about we shouldn't be able to anyway so they're not planning on fixing it. plenty of threads with multiple downvoted comments but the option is not available to some of us regular users. same mods claiming they can't reproduce the problem and seemed to be insinuating that it may be user error.
 


Again... you can downvote on news comment threads, but not in the rest of the forum.
