I ran disk defrag (I have a Dell Dim 2400 with XPand a 40gb, 7200 RPM hard
drive) and it suggests I defrag my drive. The defrag factor is 11%.

Would I really see a performance improvement speedwise if I defrag at this
point?

Do it and find out. What'cha got to lose, except a little time.

I've always done it at 95%, but with Windows XP, I let it determine if I
should or not, and since I've had the Dell 8300, I've only done it twice,
about six months apart.
