[SOLVED] At wit's end with this Card

I have posted before about this issue but it was just a mention and not a dedicated thread about it. My original plan was to upgrade my motherboard and cpu first because most the new cards would be bottlenecking this cpu... But recently the stuttering issue with my RX r480 is getting worse to the point where a lot of games are just so annoying to play. It is micro stuttering almost in a wave like fashion it is most noticeable when on the move in a game it will slow down then go to normal speed... I can tell the FPS are fine if it wasnt for the stuttering... This same card 2 years ago in World of warcraft easily was steady at 100fps with no stuttering. All my main games are ran off of a SSD as well.

I did a bunch of scans for malware etc to rule out a malware problem, i tried messing with all kinds of the settings in radeon settings. I turned on and off vsync both ingame and radeon.. I also downgraded the power limit to -25% as seen other threads people said that fixed the issue this didnt make a difference. Dont know if its the drivers or my settings or maybe the card is just old and overused.

Temperatures seem about normal but a side issue of that is sometimes even when the card is idle if i was in a game previously out of no where fans run very hard and persist to do so after i exit the game.

CPU : FX 8320 overclocked to 4000mhz
Mainboard : MSI gaming 970
Memory: 16gb DDR3 (4 x 4gb sticks Gskill F3-12800CL9)
PSU: Thermaltake 750w Toughpower
Card: RX480

So anyway If i cant resolve this issue I might just either buy a new card and have it bottle necked until I upgrade the mobo and cpu or get an older card like the 580/590x as a temporary card until I upgrade the motherboard and cpu. As right now I dont have enough spare money to buy the cpu+ mobo not to mention i would also need new ram... If i were to buy those 3 things I would still need to wait to buy a new card until i have enough funds.

I uploaded the GPU sensor log while i was in a game if anyone sees anything out of the ordinary keep in mind this was ran with the -25% power setting. Can be seen here:

It seems to me that you have already explored many troubleshooting steps within your own rig

Have you tried to run the card from a different pc? (maybe a friends'?)

If the issue persists, it is probable that your gpu is borked

also changing cpu thermal paste and cleaning the gpu may help

also can you post your idle and load temps for the gpu?

Unfortunately dont have someone nearby i could test it with, had another rig but gave that to my ex..

Yes was thinking already the last thing ill try tomorrow is taking it out and cleaning it, see if i still have thermal paste laying around somewhere and try that.

The idle temps usually are in the mid 50's but as i took this it was at 60c and now done to 58c as writing this.. But could be because im using manual speeds in radeon pro.

This was taken with no games open just in windows.

Then ran GTA 5 for the load test... I will also try tomorrow to mess with World of warcraft(DX12) in GTA 5 (DX11) the stuttering seemed much less then in WoW

I did run DDU when I woke up and reinstalled drivers, the previous time i used the AMD utility i just wanted to rule that out as an issue. While the system in general seems faster/more responsive the gaming is still the same. Will probably clean out the card today once im done working.

I did notice on default the fan speeds run too high for the temperatures.. Running around 68c the fans should be going close to 70%
 
No luck with the card cleaning still the same, I might just say screw it and buy the PowerColor Red Devil Radeon RX 5700 XT I know i wont get full benefit of it right now with my CPU but it will be miles better than what im dealing with now.. Suddenly the last 2 days i cant even run wow with major stuttering and its unplayable... That game isnt that graphics intensive.

Also I know its a huge card so also looked up to see if its compatible with my case which is an Armor A60 and luckily it is.
 
I went ahead and ordered the Powercolor 5700 XT last night should be here tomorrow, since i tried everything except use it in another pc build I am pretty sure its the GPU, plus even if its not.. its still an upgrade... And ill be ready to be fully upgraded once i replace the mobo+cpu and memory.
 
So got the powercolor RX 5700XT today and turns out it was the card that was causing the stuttering the new card and also much better performance.. the last 3d mark test i did my RX480 was -20% underperforming from tests 2 years ago and had stuttering think the 3dmark (dx11 test) i scored 7,784 with 37FPS and the new card im getting 24,341 with 101FPS so even with the old CPU still can get decent frames.

Ill probably upgrade CPU next month anyway.
