Athlon X4 860K OC at 4.2Ghz but shows on task manager that it's 3.5 or 3.6Ghz

Good Day to everyone,

I overclocked my AMD Athlon X4 860k to 4.2Ghz from a base clock of 3.7 using AMD Overdrive. i have successfully overclocked it with not much challenge. I turned off AMD Turbo control to manually bump up the frequencies to 42x which it did no problem and i also did a slight bump with the CPU VID but while i'm doing a stability test i checked task manager to see if its actually hitting 4.2Ghz which it does not. It shows that it's clocked at 3.5 or 3.6Ghz (it jumps around between those frequencies) in AMD Overd drive and CPUID it's showing that it's clocked at 4.2 but when i check the temperature on my CPU it was around 39C to 40C which is like an idle temperature but i'm thinking maybe because of my fan setting and cooler. i am using a Hyper T2 Cooler with an Arctic MX-4 cooling compound and at max fan rpm, but still i think it shouldn't be at 39c at least it should be at 50 to 60c.

Check with cpu-z and HWINFO (https://www.hwinfo.com/download.php). And also i would advice you to manually overclock using bios rather than using amd overdrive. And also go to windows power settings and select high performance mode. And also restore defaults to the advanced settings under high performance mode.
