Ati Catalyst Install Manager doesn`t install driver

Hi,a friend of mine gave me a Ati Radeon HD 3450 256 mb graphics card,but he didn`t have a cd with drivers because he lost it,so I tried to install a driver myself from the internet,I downloaded the latest one,i think it is 14-4,installed it,it also installed ati catalyst intall manager.After everything goes well,at the last stage of installing it just doesn`t install the driver display,which is the most inmportant part.I followed every step in here http://support.amd.com/en-us/kb-articles/Pages/catalyst-windows-install.aspx ...everything goes well until the last part,the 11th one,where it should ask to restart the system,that one won`t pop up,at all,and no driver display for me,I tried with driver manager,didn`t do anything,i tried multiple versions of driver like 13-1 and 12-1,same thing happened,i just don`t know what to do,please help!

go to windows up date go to options/change settings . select check for updates but let me choose to install them .. then open installed up dates find the one above right click on it then click uninstall then uninstall amd driver from program and features it will ask to remove all amd stuff then yes to all then ask if to remove cim then yes to that then reboot then reinstall the amd driver -- then run check for updates and when the one above is relisted right click on it and choose hide update then ok and never put auto up back on so you can check them they send you out before installing

I swapped from an Nvidia geforce 440 something with 64 mb ,and yes,I did uninstall the previous driver,I am using windows XP 32 bit,do you think I have to upgrade to win 7 cause I only have an Amd Athlon 2000+ with 1.7 GHz and 1024 mb ram,I don't think it s a good idea to go to win 7,about the legacy driver,how do i download that? isn't it the same thing,can u give me a link,and junkeymonkey I deactivated automatic updates from the very beginning of my windows installation,so no problems there.

Also to help facilitate install, please use "Driver Sweeper" to remove all graphics driver and software components first. Use Driver Sweeper and NOT Driver Fusion. Driver Fusion was made to be compatible with Win 7, 8, 8.1 and may cause issues with XP where as Driver Sweeper is know to work well on XP. If you still have issue please report back and when I can i will get back to you.

EDIT: No you do not want to upgrade to Win 7 on that machine as it will hurt the performance quite a bit. And No the drivers are different and will not install if you just use the regular driver. They need to legacy. On the downloads page I linked will help explain some of it but you can Google it and get much more info about this subject.
 
Nope! I did everything you said bgunner,same thing,while driver sweeper worked perfectly,it removed whatever leftovers I had from previous driver,the driver that I downloaded following your link still didn`t install any display driver,just the bloody catalyst install manager.
Now,I`ll try what junkeymonkey is proposing but I don`t really know what he means by uninstalling KB3004394,I don`t know how,on the link he posted they gave another link to update the same thing,so I followed it,download it and double clicked it,a window popped up which says visual studio at the top with Update- KB3002339 right beneath it,but it just stays like that,doesn`t do anything,it`s been like that for the last 10 bloody minutes.
