That is an extremely old GPU and there is no win7 driver for it. The base win7 VGA driver should be good enough to get it to display stuff, but you are simply not going to get any hardware acceleration or other GPU specific features.... not that those old rage cards had many features or acceleration options in the first place.

ATI Rage XL Drivers are only available through Windows XP.
Really, that GPU is ancient and any computer that still has the necessary AGP slot should definitely be replaced.
