Is this safe to do? I found this from a YouTuber's build. He used the HDD bracket which came with the case then attached the Phanteks Hub(magnetic) at the back of the motherboard(CPU's backplate).

I'm more interested on how you plan to attach stuff to MoBo PCB. 🤔 It's not like there are screw holes for that.

Also, why attach stuff directly to MoBo at the CPU socket cutout? Why not attach stuff to the MoBo tray (that metal part of the PC case behind MoBo)?

Pics of the current situation and bracket(s) planned to attach would be helpful.

We're going to need images to help us understand what you'd like to do and in essence the video you speak of to help understand if said YouTube video was just meant to be clickbait content or was beneficial to a build. If you want to include images, host them on a site akin to Imgur and then pass on a link here for us to see.

That being said, please list the specs to your build like so:
CPU:
CPU cooler:
Motherboard:
Ram:
SSD/HDD:
GPU:
PSU:
Chassis:
OS:
Monitor:
include the age of the PSU apart from it's make and model. BIOS version for your motherboard at this moment of time.

I guess the reason why he picked that location is because of the length of the fan wires/aio. I just realized that he didn't use the hdd bracket, that's actually the backplate of the cpu.

Well, he could've attached the Phanteks hub to the MoBo tray as well, just below CPU cutout. But for aesthetics look, he mounted it there.

Unless you use the same PC case with same magnetic fan hub and want to plop it in the same spot, you could do that. Magnets in it aren't strong enough to affect MoBo/CPU. It's not like it contains neodymium magnets. If it would, then there can be some issues due to strong magnetic field they have. Like corrupting data on HDD or interfering with EMI shielding of a PSU. Strong enough magnetic force can also interfere with signal integrity.
