ATX Power supply repair help

I converted an old psu I had lying around into a benchtop power supply. It worked well until a test lead shorted to the case. The 12v lead shorted and now the psu won't turn on. There is standby power and no visibly damaged components. It's a Codegen 400x. I have little electronics experience and need help to diagnose the problem.

 
Looking at them doesn't really help they could have crap on them or look weird and be good or they could look new and be bad you need to test them. Reminds me of a guy who used to work for me went out to test a piece of equipment couoldnt find anything then i went out measured the fuse which was the obvious issue and asked him if he meaured the fuse he said well i shook it and it didnt rattle. Needless to say retraining was required.
 


Its just a mad method I use of looking for the obvious first, like bulging caps, fluid, scorch marks that sort of thing before getting into the more time intensive stuff.
 


That is actually a new one on me, smelling the board. Seems a bit over the top but as you say ... whatever works.
