[SOLVED] Audio and video stutters in games and in Youtube ?

Hello,
I am experiencing audio and video stutters in games and in Youtube. They are very very rare but still happen from time. The stutters are very brief in nature under a second.

What I've tried and made sure is: I am running the latest BIOS, drivers, firmware updates for the drives, windows updates. Windows was cleaned installed.
I have also tried uninstalling the video drivers with DDU and installing it a new.The issue occurs with the old nvidia 497.29 and the new 511.23.The issue also occurs with two different video cards. (Both are nvidia) I do not know however if this is a video driver issue. At this point I have no idea what might be the issue (faulty hardware, drivers, windows, other).

The system in question consist of 5600x, asus b550 tuf gaming plus, mx500+kc2500 ssd, 32gb Ram,1070 FE/3070, corsair rm750x, Windows 10 pro. Everything is at stock and no OC anywhere after installing windows, other then choosing the xmp2.0 profile in bios.

I also have the info from running a LatencyMon but I do not know how to read it to isolate the problem (the only thing familiar in it was the nvidia driver which i tried already to re-install on 2 different cards). Can anyone please guide me to what might be causing the issue?

So like I suspected it was not a video driver.

Solution came after I googled all the errors I was getting in Event viewer just after starting the PC, and stumbled onto this:
Amd ftpm causing random stuttering with some workarounds inside.

And the official thread on amd forums with no resolution:

The only solution for me is currently stay on W10 and disable tpm2.0 (fTPM).
