I burned a CD from an Mp3 file. The CD plays back on the computer,
but not on my portable CD player nor on the car CD. Is there some
special format I should use when burning CD's for playback on devices
other than a computer?

Car CD/Radio units won't play mp3 files unless it specifically says "MP3" on the packaging or on the front of the unit, likewise with portable or domestic CD players.

You need to burn the CD's as "Audio CD" so the burning software produces a disc which is same format as the audio CDs you buy in pop music shops.

Thanks, Phil. I discovered that my Windows Media Player has an option for burning "Audio CD" format.
I tried it and it worked!
