Audio Issues (Stuttering)

I'm not sure if this is even a windows 10 issue but I have tried a bunch of different things and nothing seems to work. My audio has been messing up for a while and they best way I can describe it is a stutter. This happens across all audio sources (YouTube/Chrome, iTunes, Spotify) and outputs. Originally I thought it was a Optical out issue on my motherboard but it happens with headphones as well. So I thought about getting a sound card but noticed it while using a usb bluetooth adapter and headphones. So now I'm not even sure if a sound card will help. I've tried turning off all audio enhancements, uninstalling and reinstalling new audio drivers, updating audio drivers. I even went as far as to get a new CPU because I thought my old i3-6100 was the culprit (but that may have just been an excuse to upgrade to a i5-7600k ) Still nothing. I'm at my wits end with this please help! Thanks!

Having exact same problem as you, opening the playback devices seems to stop it for some reason for me, at least until i open Guild Wars 2 that is.

I have the same issue in Windows 10 (on a NUC Intel PC).

I even replaced the WiFi/Bluetooth card (from an Intel N to an Azurware/Broadcom AC), but the stuttering remains.

I tried disabling enhancements etc etc but didn't help.

Any other ideas?
