Audio Issues (Stuttering)

I'm not sure if this is even a windows 10 issue but I have tried a bunch of different things and nothing seems to work. My audio has been messing up for a while and they best way I can describe it is a stutter. This happens across all audio sources (YouTube/Chrome, iTunes, Spotify) and outputs. Originally I thought it was a Optical out issue on my motherboard but it happens with headphones as well. So I thought about getting a sound card but noticed it while using a usb bluetooth adapter and headphones. So now I'm not even sure if a sound card will help. I've tried turning off all audio enhancements, uninstalling and reinstalling new audio drivers, updating audio drivers. I even went as far as to get a new CPU because I thought my old i3-6100 was the culprit (but that may have just been an excuse to upgrade to a i5-7600k :sarcastic: ) Still nothing. I'm at my wits end with this please help! Thanks!

I have the same issue in Windows 10 (on a NUC Intel PC).

I even replaced the WiFi/Bluetooth card (from an Intel N to an Azurware/Broadcom AC), but the stuttering remains.

I tried disabling enhancements etc etc but didn't help.

Any other ideas?
